2. Any public safety officer may only use these materials to deliver training to a Public Entity with in their jurisdiction and while on duty without charge. 
    
3. Materials providing specific background, theory, research, or best practice skills and/or guidance may not be altered or changed. 
    
4. Any other use, whether commercial or educational, is prohibited without the prior written consent of Navigate360.
    

“Non-Commercial Activity” shall mean any activity that does not generate income, whether direct or indirect. (Example: school in-service training for school districts) 

“Public Entity” shall mean any government institution or an agency of the government at a county, city, or district level only. (Examples: public school district or county courthouse)
